On May 20th,2014, "China-Shanghai Cooperation Organization International Judicial exchange and cooperation training base" was held in the Shanghai Institute of Political Science and Law. The participant leaders are: Almazbek Sharshenovich Atambayev, the President of Kyrgyzstan,Meng Jianzhu, member of the Political Bureau of Central Committee of the Communist Party of China, secretary of the Central Political and Law Commission,Luo Guangming, deputy secretary director of the SCO Secretariat; Guo Shengkun, state councilor and minister of the Ministry of public security,Liu Yungeng, the former director of the Standing Committee of the Shanghai People's Congress, the director of the SCO, and the honorary president of the Shanghai Institute of Political Science and Law, Zhang Yesui, secretary and vice minister of the Party committee of the Ministry of Foreign Affairs, Qi Dayu, Chinese ambassador to Kyrgyzstan; Yang Junyi, secretary of the Party committee of the Shanghai Institute of Political Science and Law. Jin Guohua, director of Shanghai University of Political Science and Law and director of International Judicial Exchange of the SCO. Chinese and foreign leaders and guests laid a foundation together for the training base by prodding soil.

After the foundation ceremony, Liu Yungeng, the honorary president of Shanghai University of Political Science and Law and Su Ming, the director of Shanghai Education Committee, came to the Tianma lecture hall of Shanghai University of Political Science and Law to attend the unveiling ceremony of the "China-Shanghai Cooperation Organization International Judicial exchange and cooperation training base". Liu Yungeng said, (I’m) very pleased to attend the meeting of "China - Shanghai Cooperation Organization International Judicial exchange and cooperation in the training base" ceremony, and stressed that the establishment of "Chinese - Shanghai Cooperation Organization International Judicial exchange and cooperation training base" is a major initiative in September 2013 by President Xi Jinping at the SCO summit in Bishkek, after the construction of the base, the SCO will provide for members and observers and dialogue partners to carry out judicial personnel training, international cooperation research, policy and legal consultancy. China hopes to take the construction of the base as an opportunity to make greater contributions to maintaining the long-term stability of the region.

Subsequently, deputy general secretary of the SCO Secretariat Luo Guangming also came to the Shanghai University of Political Science and Law and the Institute of international affairs and public administration to visit and simulate the summit of the Shanghai Cooperation Organization Training Center, and in a high spirit watching students to simulate the presentation of the SCO summit and interacting with the students.

The delegation of the Republic of Kyrgyzstan and the Shanghai Cooperation Organization Secretariat delegation of VIP, the relevant departments of the CPC Central Committee and the State Council, experts and scholars leaders from relevant organizations and peer universities, specialists and lecturers of internationally renowned think tank, representatives from all walks of life and the responsible comrades of Shanghai University of Political Science and Law attended the laying foundation and unveiling ceremony.
